5-2-040:   ARRESTS:
A natural person may be arrested by a city peace officer when the officer has probable cause to believe that a misdemeanor has been committed by that person in the presence of the officer, or when the officer has probable cause to believe that a felony has occurred and probable cause that the person committed that felony, or when the officer has probable cause to believe that a domestic "assault" or a domestic "battery", either or both, has occurred.
