If any section, subsection, sentence, clause or phrase of this title is for any reason held to be unconstitutional, or unenforceable for any reason, such holding shall not affect the validity of the remaining portions of this title. The city council hereby declares that they would have passed the ordinance which created this title and each section, subsection, sentence, clause and phrase thereof separately and irrespective of the fact that any one or more of the other sections, subsections, sentences, clauses or phrases be unconstitutional or unenforceable.
