§ 50.02 DEPOSITING GARBAGE OR REFUSE IN STREETS OR OTHER PROPERTY.
   No garbage, tin cans, bottles or refuse of any kind shall be deposited in any street, alley or public way, or upon any private property, excepting as herein provided; and no such refuse shall be so placed that it can be blown about or scattered by the wind or by animals.
