An application for an appeal shall be filed with the Village Clerk within 20 days of the date of the action from which the appeal is being filed, and thereafter the Village Clerk shall forward such application to the Planning and Zoning Board for processing. The Village Clerk shall forward to the Zoning Officer a notice of appeal specifying the grounds thereof, and he or she shall forthwith transmit to the Planning and Zoning Board all the papers constituting the record upon which the action appealed from was taken.
