Floor area ratio requirements for the R3 District shall be:
(A) Not applicable for dwellings, except multiple-family dwellings; and
(B) Multiple-family dwelling and nonresidential uses:
(1) For one-story structures, not more than 0.5; and
(2) For structures having two stories or more, not more than 0.8.
