Any licensee may renew his or her license by making written application for renewal not less than ten days before the expiration thereof; provided that he or she is then qualified to receive a license and the premises for which such renewal license is sought are suitable for the purpose; provided further that the renewal privilege provided for in this section shall not be construed as a vested right which shall in any case prevent the village from decreasing the number of licenses to be issued within its jurisdiction.
