§ 110.46 LICENSE; APPLICATION; FEE.
   (A)   Applications for such licenses shall be made to the Village Clerk, and shall contain a statement of the amount, number, content and nature of the article, cards or advertisement to be distributed or posted, and the name of the applicant. Additionally, the name of the manufacturer or distributor of any article or service advertised shall also be provided.
   (B)   The fee for such licenses to distribute materials in person shall be $5 per day. The fee for such licenses to post or otherwise attach advertising materials on public property shall be $20, all of which may be returned to the applicant if the posted materials are removed within five days following the advertised event or within 30 days from the date of posting, whichever occurs first. Commercial entities maintaining a legitimate business within the village corporate limits who post commercial materials or otherwise advertise on an ongoing basis may be assessed an annual fee of $20. Any and all materials or advertisements shall not be posted for in excess of 30 days at any one time.
   (C)   Any license granted herein shall be revocable at any time for cause. After notice of revocation, the licensee shall be given ten days to appeal in writing to the Village President and the Village Board who shall conduct a hearing on such revocation. Upon the revocation of said license, the application fee shall be forfeited and/or subject to the penalties prescribed herein for violating the provisions hereof. The Village Board President or Police Chief may make or cause to be made a background check of each applicant and shall report the results of any background check to the Village Clerk before any such license shall be issued.
