§ 92.01 SPECIFICATIONS FOR EXCAVATION.
   (A)   Except in case of an emergency, the contractor must contact the Village Maintenance Superintendent 24 hours prior to any excavation on village property or right-of-way.
   (B)   No excavation shall be made without proper contact with J.U.L.I.E. and all proper notification of utilities.
   (C)   All excavated materials from under the roadway, or within five feet of the edge of the roadway, shall be removed from the site and disposed of properly by the contractor. This material must be replaced by a granular material of State of Illinois gradation CA-7 or equal. CA-7 granular material under the roadway shall be placed to within 12 inches of the finish road surface. Nine inches of CA-6 base aggregate shall be compacted in two lifts, and bituminous concrete surface course Class I (three inches) shall be placed in two lifts. In the event the bituminous material is not placed immediately, the CA-6 shall be placed to the finish road surface until such time as the bituminous concrete surface course will be placed (in no event shall this be later than 30 days).
   (D)   On areas outside the road surface (within five feet) CA-7 shall be placed to within 12 inches of the finish surface. CA-6 shall be placed in the final 12 inches (fully compacted).
   (E)   This procedure is mandatory unless specified otherwise by the Maintenance Superintendent.
   (F)   Edges of the roadway surface patch shall be sawed out to a neat clean edge, and approved by the Superintendent.
   (G)   Any damage to a utility line or main caused by the contractor shall be repaired with materials approved by the utility, by a contractor approved by the utilities (or by the utility itself), inspected by the utility prior to backfilling, and all associated costs shall be the responsibility of the contractor.
   (H)   A roadway excavation bond shall be secured by the contractor in favor of the village in an amount specified by the village, prior to commencement of work. The bond will be held no more than 30 days after completion of the work. The contractor shall, however, sign and deliver a written one-year guarantee for failure of any restoration work, to the village prior to the bond being released.
   (I)   Any person, firm or corporation that fails to comply with the provisions herein shall be fined a sum equal to twice the amount of any labor or materials provided by the village.
