Any agent of the village or law enforcement official is hereby authorized to remove and tow away or have removed and towed away any prohibited vehicles illegally parked. The owner of any vehicle towed shall pay all costs of the towing and storage, and the village shall have the right to withhold possession from the owner until the owner has paid the towing and storage costs in full.
