§ 71.17 SNOW ROUTES; TOWING OF VIOLATORS.
   (A)   Snow routes; generally. Snow routes in the village shall be divided into two categories: primary snow routes and secondary snow routes.
   (B)   Primary snow routes. It is unlawful to park any vehicle between the hours of midnight and 7:00 a.m. on the streets designated in Chapter 75, Schedule IV(A) at any time after snow has accumulated to a depth of two inches or more until snow removal operations have been completed on any of the following streets
   (C)   Secondary snow routes. Secondary snow routes are designated as set forth in Chapter 75, Schedule IV(B), and upon such routes snow plowing may take place under direction of the village authorities and cars will not have to be removed, but it will be to the benefit of the residents to remove cars if possible.
   (D)   Authority to remove and tow away violating vehicles. Chief of Police, members of the Police Department, Village Board and its representatives are hereby authorized to remove and tow away or have removed and towed away, by a commercial towing service, any car or other vehicle which violates or fails to comply with the primary snow routes. Cars or vehicles so towed away shall be stored on village property or in a public garage or parking lot and shall be restored to the owner or operator thereof after payment of the expense incurred by the village in removing and storing such cars or vehicles. In addition to the towing charges to be paid by the owner or operator, there shall be a penalty minimum not to be less than $50, and not to exceed $750 for a violation of the above section.
