§ 51.089 SURCHARGE FOR COMMERCIAL PROPERTIES.
   (A)   All commercial properties constructed within the village shall pay a monthly surcharge in the amount of $65 for each water supply line in excess of one inch. The surcharge shall not apply to residential properties, and any ordinance which is inconsistent herewith, is hereby repealed to the extent of any inconsistency.
   (B)   Said surcharge shall be paid in addition to the monthly charges associated with water usage. In the event the charge for services are not paid within 30 days after rendition of the bill for such services, such charges shall be deemed delinquent, and thereafter such delinquencies shall constitute liens upon the real estate for which such service is supplied, and the Village Collector is hereby authorized and directed to file sworn statements showing such delinquencies in the office of the Recorder of Deeds of the county, and the filing of such statements shall be deemed notice for the payment of such charges for such service.
   (C)   If the rates or charges for such services are not paid within 30 days after the rendition of the bill for such services, such services shall thereafter be discontinued without further notice and shall not be reinstated until all past due bills, including the penalties thereon, are paid in full, together with payment made of $100 for reinstating such service.
