(A) No connection with the water and sewerage system shall be made without having first obtained a permit therefor and having first paid the prescribed fee. Before connection is made, the premises to be served must be equipped with a meter to measure water consumption.
(B) The fee for connection to the water supply system for property located within the boundaries of the village shall be the greater of $800 or the actual cost to the village for completing said connection, but not to exceed $2,500. The fee for connection to the sewerage system for property located within the boundaries of the village shall be the greater of $600 or the actual cost to the village for completing said connection, but not to exceed $2,000. The fees for connection to the water supply and the sewerage systems for property located outside the boundaries of the village shall be the foregoing rates multiplied by two.
ACTUAL COST
shall be defined to include the cost of labor provided by village employees at rates to be set by the Director of Public Works. Actual cost shall include the cost of making connections to existing lines and the cost of extending sewer and water lines to the property to be connected to the system. The water meter shall be the property of the village upon installation in the combined waterworks and sewerage system.
