§ 51.063 USE OF WATER SERVICE BY NONRESIDENTS.
   Nonresidents of the village may, in the sound discretion of the President and the Board of Trustees, be granted water service for personal use only upon the following terms and conditions.
   (A)   All of the provisions, rules, regulations and ordinances of the village, pertaining to the use of water or water service by residents of the village, shall apply to and become obligatory upon all nonresident users.
   (B)   Any grant of water service to a nonresident shall be for only so long a time that there is sufficient and adequate water supply to satisfy all reasonable needs of residents of the village, and if at any time the President and Board of Trustees of said village shall be of the opinion that the water supply of the village is not sufficient to furnish water to nonresidents of the village, they may immediately turn off any or all water going to said nonresident users without notice to said users.
   (C)   Application for nonresident water service shall be made jointly by the owner of said premises and by the head of the household of the occupant or tenant of said premises and shall be jointly and severally liable to pay any and all water bills used on said property.
   (D)   The village shall in no instance furnish water service pipes or equipment beyond the limits of the village for nonresident users. Said user shall cause a meter to be placed at or adjacent to the village limits on said water line, and all of said users from said water line shall be jointly and severally liable to pay the whole of said water bill.
   (E)   Such permit to all nonresident users shall be personal with the owner, occupant or tenant as the case may be and shall not be subject to gift, sale, transfer or inheritance.
   (F)   If more than one user is to be fed from any one line, extending from said village, then the application for permission by said owners, occupants and tenants shall be jointly made by all and they shall all be jointly and severally liable for the whole bill as metered on said line.
   (G)   The village reserves the right to enter upon and inspect all premises and parcels using water or across which the water is piped and in the event an inspection reveals in the opinion of the inspectors an unsafe or unsanitary or wasteful condition, the city may shut off the water on said line without further notice to said user or users.
   (H)   This section shall be made a part of each permit granted a nonresident and, by making an application and accepting said permit, said nonresident shall be deemed to have accepted the terms and conditions of this section and upon the violation of any of the terms of which, said village may shut off said water without further notice to said nonresident. The violation of one or more persons upon a joint line shall be deemed just cause for closing all of said line, and in addition, upon violation, the village may also revoke the permits.
