All development sites or subdivisions approved within the village subsequent hereto shall provide for the placement and construction of adequate surface drainage structures and facilities. All public storm sewers shall be placed within dedicated public rights-of-way or public utility easements. Storm sewers in side yards shall be avoided if at all possible, and shall be subject to approval by the Village Engineer. All catch basin lids shall have the words “STORM SEWER” cast on the top-side of any such lids.
