All development sites and subdivisions shall provide an adequate system of stormwater drainage which shall be constructed and installed, consisting at a minimum of stormwater detention or retention basins or ponds, tiles, swales, manholes, catch basins, pipes, inlets and other necessary facilities that will adequately drain the subdivision or development site and protect roadway pavements, buildings and surrounding properties from flooding. The rate of discharge of stormwater from any subdivision or development site shall not exceed the rate of stormwater runoff prior to development.
