§ 34.08 CONFERENCE AND CONCILIATION.
   (A)   Upon receipt of a complaint, the office of the Village Manager shall conduct a preliminary investigation. If the Village Manager determines that there is probable cause to believe that a discriminatory practice has been committed, he shall attempt an adjustment by means of conference and conciliation. If the Village Manager determines that there is no probable cause to believe that a discriminatory practice has been committed, he shall make a written finding to that effect and shall promptly send copies thereof to the complainant and to the person complained against.    (B)   Upon receipt of a complaint pursuant to § 34.11, the Commission shall conduct a preliminary investigation. If the Commission determines from such investigation that there is probable cause to believe that a discriminatory practice has been committed, the Commission shall attempt an adjustment by means of conference and conciliation. If the Commission determines that there is not probable cause to believe that a discriminatory practice has been committed, then it shall enter an order dismissing the complaint and shall promptly send copies thereof to the complainant and to the person or entity complained against.
