No person shall obstruct the use of any fire hydrant or any fire lane or have or place any material in front thereof, or within 10 feet from either side thereof. Any material obstructing a fire hydrant or fire lane may be immediately moved by any member of the Fire Department at the expense of the owner or claimant.
