The Director of Community Development or his or her designee shall be responsible for the screening of applicants for the acquisition of property under the ANLAP Program. The Director of Community Development or his or her designee shall establish criteria, guidelines, and procedures for the screening of adjacent neighbor applicants and shall recommend to the President and Board of Trustees those applicants and parcels eligible for the ANLAP Program. The Director of Community Development or his or her designee is authorized to negotiate and execute, on behalf of the Village, all documents (other than quitclaim deeds) as are required and necessary to accomplish the conveyance of properties to approved adjacent neighbor applicants, subject to the review and approval of the Village Attorney.
