For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a separate meaning.
ADJACENT NEIGHBOR. An owner of record of an improved parcel of real property immediately adjacent to a Village-owned parcel of vacant property and who is not delinquent in the payment of any property taxes or any other debt owed to the Village, as verified by the Village. Where non-standard parcels are involved (corner parcel, parcel not facing onto a street, and the like), what constitutes an adjacent
neighbor shall be in the sole discretion of the Village Manager. It is the policy of the Village that ANLAP transactions not create or further perpetuate irregular-shaped lots or flag lots.
PARCEL. A parcel of vacant real property which is bounded on at least 1 side by an improved parcel of residential zoned real property and which does not meet the bulk regulations of the Village's zoning ordinance (such as the requirements relative to minimum lot area and width).
