Pursuant to the Village's Home Rule authority, there is hereby established in the Village an Adjacent Neighbors Land Acquisition Program (ANLAP Program). The ANLAP Program will allow the Village to convey certain surplus parcels of land to adjacent residential property owners for the purpose of returning such parcels to the tax rolls of the Village and so that such parcels may be maintained, beautified, and otherwise improved.
