§ 130.03 LITTERING.
   (A)   No person shall litter any public or private property with paper or other debris or foreign matter. Any stored or transported materials susceptible to blowing or scattering shall be adequately covered or protected to prevent littering.
   (B)   Any person violating the provisions of this section shall be punished by a fine of not less than $100 and not more than $500 for the first offense. In the event any person violating the provisions of this section is unable to pay the stated fine, they shall be punished by performing community service of not less than 8 hours and not more than 40 hours for the first offense. Offenses in excess of 1 shall be punishable as a misdemeanor by imprisonment or community service not exceeding 6 months or by a fine of $750. Each day that a violation of this section continues shall be considered a separate offense.
