No person shall engage in or conduct a garage sale as defined in this chapter from any residence, structure or lot in the Village without first having obtained a specific permit for such from the Community Development Department of the Village. Application for a garage sale permit shall be made on a form provided by the Community Development Department. A $10, non-refundable fee shall be charged for each garage sale permit and shall be payable at the time an application is submitted. The permit authorizing the garage sale shall be posted in the front yard of the residence holding the sale while the sale is in process so as to be seen by the public. A permit may be issued only to the owner or lessee of the premises where such garage sale is to take place. In the case of a lessee, written permission of the building owner must be presented by the applicant at the time the permit is applied for. Permits issued hereunder shall be nontransferable.
