Each livery service licensee shall regularly and daily operate 1 or more livery vehicles during each day of the year to the extent reasonably necessary to meet the public demand for such livery service. Such livery service shall be deemed abandoned when the service is discontinued for a period of 10 consecutive days by the owner or operator of the service.
