§ 119.06 INSPECTION OF LIVERY VEHICLES.
   (A)   Before a livery vehicle license is issued for any livery vehicle, the livery service which operates such livery vehicle shall, at the livery service’s cost, provide to the Building Director a report which shows that such livery vehicle has been tested within the preceding 10 days at a reputable testing lane or garage, and which shows that such livery vehicle is in a thoroughly safe condition for the transportation of passengers. In addition, the Building and Code Enforcement Department shall prior to the issuance of a livery vehicle license inspect the livery vehicle for the purpose of determining whether such livery vehicle is clean, fit, of good appearance and well painted.
   (B)   The Building and Code Enforcement Department and the Police Department shall maintain constant vigilance over all livery vehicles for the purpose of seeing that they are kept in a condition of continued fitness for public use, and to this end the Building and Code Enforcement Department shall order the inspection of all livery vehicles from time to time or on the complaint of any person or as often as such inspections may be necessary. The Building and Code Enforcement Department may direct that the operator of a livery service shall, at the livery service’s cost, have the livery service’s livery vehicles tested at a reputable testing lane or garage in order that the Building and Code Enforcement Department may receive reports regarding the condition of such vehicles.
