§ 119.04 LIVERY SERVICE LICENSE.
   (A)   No person shall operate a livery service within the Village until such person has obtained a livery service license issued by the Village.
   (B)   There shall be one livery service license authorized. The number of authorized livery service licenses may be increased by the corporate authorities of the Village if the corporate authorities determine after a hearing, that the public convenience and necessity require additional livery services in the Village.
   (C)   No person shall be licensed to operate a livery service until such person has complied with all provisions of this chapter, all other applicable provisions of this Code and with all sections of the state law pertaining to a surety bond or the insurance policy which has been issued for the benefit of any person who might suffer damage by reason of the operation of a livery vehicle by such livery service. Before issuing a livery service license, the applicant for such license shall submit to the Village Clerk the approval of such bond by the Secretary of State or proof of the issuance of such insurance policy. Such surety bond or insurance policy may cover 1 or more vehicles.
   (D)   The license fee for each livery service license shall be $800 per calendar year.
   (E)   No licensee shall operate more than 15 vehicles.
