§ 119.02 REQUIREMENTS FOR LIVERY VEHICLES.
   (A)   No livery vehicle shall contain a taximeter. It shall be unlawful for any person to operate or drive a livery vehicle equipped with a meter which registers a charge or indicates the distance traveled by which the charge or fare to be paid by a passenger is measured.
   (B)   The outside of the body of a livery vehicle shall not contain any inscription. No lights shall be attached to or exposed outside of the livery vehicle unless such lights are required or permitted by the laws of the state and the ordinances of the Village regulating traffic.
   (C)   No vehicle shall be used as a livery vehicle unless a livery vehicle license for such vehicle has been issued by the Village.
   (D)   No livery vehicle license shall be issued until such vehicle has been thoroughly and carefully inspected and examined and determined by the Building and Code Enforcement Department to be in a thoroughly safe condition for the transportation of passengers, clean, fit, of good appearance and well painted. No livery vehicle license shall be issued for any vehicle which is more than 6 years old.
   (E)   All livery vehicles must have at least 4 doors and have a seating capacity of not less than 5 persons, including the driver.
