§ 118.05 RATES.
   A passenger shall not be charged more than the following rates for being transported in a taxicab; provided, however, that the minimum fee for any taxicab ride shall be $2.00:
   (A)   When initial flag pull:   $1.30;
   (B)   For the first 1/11 of a mile or fraction thereof:    $0.10;
   (C)   For each additional 1/11 of a mile or fraction thereof:         $0.10;
   (D)   For each additional passenger over the age of 12 who is picked up and discharged at the same location:         $0.50;
   (E)   For each minute of waiting time (waiting time shall include the time when the taxicab is not in motion, beginning within a reasonable time after arrival at the place to which it has been called, or the time consumed while standing because of conditions beyond the control of driver, but no charge shall be made for the time lost due to inefficiency of a taxicab or its driver, or time consumed by premature response to a call):    $0.22;
