§ 113.03 MINIMUM STANDARDS.
   (A)   Village regulations. Each home regulated by this chapter shall have a fire alarm system, an automatic sprinkler system throughout the structure, and at least 1 standard fire extinguisher on every floor and basement and shall, in all respects, comply with the building and zoning provisions and fire regulations of the Village.
   (B)   Isolation rooms. Each home regulated by this chapter shall be provided with a suitable room or rooms, approved by the county and state health departments, to be used for cases of serious illness, terminal cases, and for the isolation of cases of contagious, infectious, epidemic or communicable diseases. Each room thus provided shall have a stationary washstand with a supply of hot and cold running water.
   (C)   Holding rooms or areas. Each home regulated by this chapter shall be provided with a suitable room or area, approved by the county and state health departments, for the proper care of deceased residents pending their removal, after the resident has been pronounced dead by a physician.
   (D)   Storage of narcotics and drugs. Each home regulated by this chapter shall be provided with secure storage, under lock and key, for all controlled substances in the possession of the home. Each such storage area shall have at least 2 keys to be held by the shift supervisor.
   (E)   State health regulations. Each home regulated by this chapter shall comply with the minimum standards, rules, and regulations prescribed by the State Department of Public Health pursuant to its authority under the Nursing Home Care Act (210 ILCS 45).
      (1)   The following rules and regulations which were published by the Department pursuant to this authority are incorporated herein by reference:
         (a)   Minimum Standards, Rules and Regulations for License of Community Living Facilities, dated December 28, 1976;
         (b)   Minimum Standards, Rules and Regulations for License of Intermediate Care Facilities for the Developmentally Disabled, dated August 28, 1975;
         (c)   Long-Term Care Facilities - Minimum Standards, Rules and Regulations, dated December 28, 1976.
      (2)   Three copies of such rules and regulations have been made available for public inspection at the Village Hall for at least 30 days prior to the enactment of this chapter.
   (F)   Controlled substances. No person who operates, manages or is employed by a home regulated by this chapter shall manufacture, distribute, or dispense any controlled substance unless such person is registered by the Illinois Department of Registration and Education pursuant to the provisions of Illinois Controlled Substances Act, § 302 (720 ILCS 570/302).
