§ 31.20 BOARD OF LOCAL IMPROVEMENTS.
   (A)   Establishment; composition; term of office. There is established a Board of Local Improvements for the Village, which shall consist of 7 members. The term of office of all members of the Board of Local Improvements shall expire 30 days after the expiration of the term of office of the Village President; provided that members of the Board of Local Improvements shall continue to hold office until their respective successors are appointed and qualified.
   (B)   Appointment and qualifications of members. The members of the Board of Local Improvements shall consist of the Village President and the Board of Trustees.
   (C)   Duties and powers. The Board of Local Improvements shall have the powers and perform the duties conferred upon it by the Illinois Complied Statutes. The Board of Local Improvements shall have such other powers and duties as are conferred upon it by the Board of Trustees.
   (D)   President. The Board of Local Improvements shall elect 1 of its members to serve as President, except that if the Village President is a member of the Board of Local Improvements, then he shall also serve as President of the Board of Local Improvements.
   (E)   Records to be kept. The Board of Local Improvements shall keep adequate records of all work undertaken by it, showing the work undertaken, the work accomplished, the expenditures made, and the amount of money received.
   (F)   Secretary. The Village Manager shall be Secretary of the Board of Local Improvements. He shall keep all records pertaining to the activities of the Board of Local Improvements and shall perform such other duties as may be required of him by the Board of Local Improvements or by statute or ordinance.
   (G)   Meetings. Meetings of the Board of Local Improvements may be called by either the President or the Secretary.
   (H)   Compensation of members. The members of the Board of Local Improvements shall receive no compensation for their services as members of such Board.
