§ 110.18 REGISTRATION OF BUSINESS.
   (A)   All businesses located in the Village which are solely engaged in any of the businesses, professions or occupations listed below shall not be required to obtain business licenses but shall be required to register with the Village:
      (1)   The practice of architecture;
      (2)   The practice of beauty culture;
      (3)   Private business and vocational schools which have been issued a certificate of approval by the
State Superintendent of Education;
      (4)   The practice of shorthand reporting;
      (5)   The practice of dentistry;
      (6)   The administering of detection of deception examinations;
      (7)   The private detective business;
      (8)   Insurance companies, insurance brokers, and insurance agencies;
      (9)   The practice of land surveying;
      (10)   The practice of law;
      (11)   The practice of medicine or midwifery for which a state license is required;
      (12)   The practice of professional nursing;
      (13)   Businesses which operate and manage nursing homes; provided, however, that all nursing homes located in the Village must comply with the provisions of Chapter 113 of this Code;
      (14)   The practice of optometry;
      (15)   The practice of pharmacy;
      (16)   The practice of physical therapy;
      (17)   The practice of podiatry;
      (18)   The practice of professional engineering;
      (19)   The practice of psychology;
      (20)   The public accounting business;
      (21)   Real estate brokers and real estate salesperson;
      (22)   The practice of structural engineering;
      (23)   The practice of social work;
      (24)   The business of tree experts;
      (25)   The practice of veterinary medicine and surgery;
      (26)   The business of installing water wells and pumps;
      (27)   The operation go cannabis business establishments;
      (28)   Massage therapist (plus a copy of state certification); and
      (29)   Roofing contractor (plus copy of current state certification).
   (B)   It is the intent of this section to require all businesses which are not licensed by the Village to register with the Village. This registration requirement and the requirement that a registration fee be paid is intended:
      (1)   To provide the Village with complete identifying information concerning all businesses which are not licensed by the Village, their owners and the owners of the premises on which they are located in order to protect such businesses in case of emergency and to protect the public and other businesses in case of complaints alleging unsanitary or unsafe conditions on the premises where the business is located; and
      (2)   To provide reimbursement to the Village for the cost of inspecting the premises where such businesses are located. It is not the intent of this section to regulate the businesses, professions and occupations which are listed in this section in the conduct of their business or the practice of their profession or occupation.
   (C)   No person, firm or corporation shall engage in any of the businesses listed in division (A) of this section within the Village unless such business has registered with the Village and has been issued a certificate of registration. Applications for certificates of registration shall be made in conformance with the requirements of § 110.03 of this chapter relating to applications for certificates of registration. No certificate of registration shall be issued until the applicant has paid a registration fee of $100 and the Building and Code Enforcement Department has inspected the premises of the business for which the certificate is to be issued and has found that the premises are in compliance with all applicable codes, ordinances, rules and regulations of the Village. No certificate of registration shall be issued to any business which is indebted to the Village.
