§ 110.12 PUBLIC WAYS.
   It shall be unlawful for any person to engage in any business or occupation on premises which abut a public way to litter or to permit the accumulation of any paper, rubbish or refuse upon that portion of the public way abutting said premises. It shall be unlawful for any person using any part of a public way for or in connection with his business or occupation to litter or to permit the accumulation of any paper, rubbish or refuse upon the portion of the public way so used. It shall be the duty of a business which is required to either be licensed or obtain a certificate of registration under the provisions of this chapter to remove snow and ice from the public sidewalks located in those parts of the public right-of-way which abut the premises where the business is located.
