It shall be the duty of the Building Director to examine or cause to be examined all persons and places of business subject to license or registration for the purpose of ascertaining whether or not the required licenses and certificates of registration have been procured. In case of a neglect or refusal of any person or business to procure a license or a certificate of registration as required by this chapter, the Building Director shall have the authority to enforce the provisions of this chapter.
