(A) All applications for a license made to the Director of Finance shall, after approval by the Building Director as to compliance with all applicable Codes, ordinances, rules and regulations of the Village, be accompanied by the full amount of the fee payable for such license.
(B) Whenever a license cannot be issued at the time the application for the same is made, the Director of Finance shall issue a receipt to the applicant for the money paid in advance. All such receipts shall have plainly indicated thereon that the receipt of payment of the license fee is not to be construed as the issuance of a license.
(C) No such receipt, or the payment of any license fee in advance of the issuance of the license in due form, shall entitle or authorize any person to any of the rights or privileges conferred by the issuance of any license or to the opening or maintaining of any business or establishment contrary to any of the provisions of this chapter.
