(A) The Chief of Police shall ensure that tow trucks on the towing list are called in the current order of the list as far as practicable. The Police Department shall rotate through the list on a per call basis. If the tow service operator at the top of the list is unavailable, the next tow service operator on the list shall be called. The Police Department shall not, except upon the request of the owner, operator or person legitimately in possession of the vehicle to be serviced, call any tow service operator not on the towing list, unless all such tow service operators are unavailable.
(B) The Police Department may call a tow service operator out of sequence where there is an urgent need for towing services, and where proximity to the wreck and estimated response time make it more practical to do so.
