§ 99.12 INVESTIGATION AND APPROVAL, CREATION OF TOWING LIST.
   (A)   It will be the responsibility of the Police Department to maintain a current towing list with no less than 2 and no more than 5 eligible companies on it at any one time. No tow service operator may be placed on the towing list until the applicant has furnished an application and any other information required by the Village or Police Department, and has met any other qualifying requirements.
   (B)   Completed applications shall be forwarded by the Village Manager to the Chief of Police. Within 60 days after submittal of a completed application for placement on the towing list, the Chief of Police shall complete an investigation to determine the truth and accuracy of the information contained in the application. Upon completion, the Chief of Police shall forward a copy of the application to the Village Manager along with a recommendation for approval or disapproval and the reasons, if any, for disapproval. Within the 60-day period, the Building Director and Fire Chief shall provide reports to the Village Manager as to whether the storage facility and its location meets the Zoning, Building, Fire and Life Safety Codes and regulations of the Village. Upon receiving the Directors’ reports and recommendation, the Village Manager shall determine whether or not the applicant has complied with the necessary standards and criteria, and whether there are any available spots on the towing list. If the tow service operator is found qualified, and the list has less than the maximum of 5 tow service operators already on it, the tow service operator shall be placed on the towing list.
