§ 99.11 APPLICATION TO BE PLACED ON TOWING LIST.
   To be eligible to perform towing work for the Village, a tow service and its storage facility must be located within the corporate limits of the Village or within 3 miles of any corporate boundary of the Village. Any tow service operator desiring to perform towing work for the Village shall, in addition to complying with the automobile towing licensing requirements of Chapter 31 of this Code, submit an application for placement on the towing list, prepared by the Village, to the Village Manager. Such application shall include, at a minimum, the name of the tow service operator and business, names of any partners or shareholders, home and business addresses and telephone numbers, information relevant to the corporate form of the business, if any, a description of the equipment used by the applicant, the location, size, and security features of the storage lot on which the towed vehicles will be stored, the location to which the public must come to claim stored or impounded vehicles, a statement of willingness to provide vehicle towing services on a continuous 24-hour a day basis each day of the year; a list of towing equipment used by the tow service operator and its size and capacity, a complete list of insurance policies, carriers and agents that the tow service operator would place into effect upon approval and that evidence the required insurance amounts acceptable to the Village as set forth in this chapter, a description of the 2-way communication to be used on each tow truck and at the office where calls are received, a statement that the tow service operator will accept responsibility for any and all personal property left in towed and stored vehicles along with a description of the place he would use to adequately protect the property left in towed or stored vehicles, and any other information and qualifications required by the application, the Village or the Police Department. Also required as part of the application shall be certifications regarding, but not limited to, licensure to perform towing services, proper registration and licensure of towing vehicles, membership in applicable professional trade association, an acceptance of sole responsibility to collect towing and storage fees, certifications concerning equipment, facilities and hours of operation, record-keeping, and fitness to contract with the Village under state and federal law. No person shall apply for placement on the towing list for more than 1 towing service or more than 1 towing service business address. No towing service whose owner or owners, partners or stockholders who are also owners, partners or shareholders of a separate approved towing service shall apply for placement on the towing list. Violation of this section shall disqualify the applicant from approval and the approved towing service shall be removed from the towing list and cannot reapply for a period of 18 months.
