§ 97.03 PERMIT DECISION.
   (A)   The Village Manager shall issue a decision concerning a permit within 7 working days after submission of a fully completed application.
   (B)   A permit may issue when, upon consideration of the application and such other information as may otherwise be obtained, he finds that:
      (1)   The conduct of the event is not reasonably likely to cause injury to persons or property, to provoke disorderly conduct, or create a disturbance;
      (2)   The event will not require the diversion of so great a number of police officers of the Village to properly police the event so as to prevent normal police protection to the Village;
      (3)   The event is reasonably suited in its estimated size, scope, and purpose for the park or portion thereof where it is proposed to be held; and
      (4)   The event is not being held for the sole purpose of advertising any product, goods, or event, and is not designed to be held purely for private profit.
