§ 94.13 OPENINGS AND STAIRWAYS IN STREETS.
   (A)   It shall be unlawful to construct or maintain any opening or stairway in any public sidewalk or street or alley without a permit from the Board of Trustees. All such lawfully maintained openings shall be guarded by a suitable, strong cover or a railing to the approval of the Director of Public Works.
   (B)   No such opening shall be maintained unless there is deposited or filed with the Director of Finance a bond in the sum of $5,000 conditioned to indemnify the Village for any loss, damage or liability which may result from or be caused by such opening or from the use thereof.
