§ 92.02 HEALTH DEPARTMENT.
   (A)   Establishment. There is established an executive department of the Village which shall be known as the Health Department and shall embrace the Building Director and such assistants as the Board of Trustees may, by ordinance, provide.
   (B)   Authority. The Building Director, as Health Officer, shall have and exercise a general supervision over the sanitary condition of the Village. All orders and directions emanating from the Health Department shall be issued in the name of the Building Director.
   (C)   Assistant special police officers. The Building Director shall have such assistants as may be designated by the Board of Trustees. In order to facilitate the performance of their duties, the Building Director and their assistants are vested with all the powers conferred on special police officers of the Village by the Illinois Revised Statutes and ordinances of this Village and are hereby appointed special police officers of the Village.
   (D)   Powers and duties. The Building Director shall be the head of the Health Department and shall have the general management and supervision of all matters pertaining to said Department. They shall have the following powers and perform the following duties:
      (1)   To enforce all the laws of the state, the rules, regulations and orders of the Illinois Department of Public Health and the ordinances of the municipality in relation to matters pertaining to the preservation of public health within the municipality;
      (2)   Execute and enforce all ordinances of the municipality relating to the health standards maintained in every place of business in the municipality where services of a personal nature are furnished to the public or where foods, food products, milk, milk products and beverages of every nature and description are either handled, sold, given away, stored, manufactured or processed;
      (3)   Investigate the existence of any contagious or preventable disease within the municipality and report the same to the State Department of Public Health and to act without delay in carrying out such measures for controlling the progress of the same;
      (4)   Make all necessary sanitary and health investigations and inspections and to cause all nuisances, whether public or private, affecting the health of persons in private employment and the public generally to be abated with reasonable promptness;
      (5)   Request the Police Department and such other state or municipal authorities for such assistance as may be deemed necessary in the performance of the duties of this office, and to cause the arrest and prosecution of offenders violating any of the ordinances of the municipality relating to public or private nuisances, public health and sanitation.
   (E)   Records. It shall be the duty of the Building Director to cause to be kept a record of all transactions of the Department of Health and such statistical information as may be necessary for the efficient working of the Department.
   (F)   Statement of required appropriations. The Building Director, at the request of the Director of Finance, shall furnish to the Director of Finance a detailed statement of the appropriations required by the Department of Health during the ensuing fiscal year.
   (G)   Annual report. The Building Director shall, annually, on or before January 1, send to the Board of Trustees of the Village a full and comprehensive statement of all matters pertaining to the Health Department, including a statement of all cash receipts and disbursements during such fiscal year.
