§ 90.10 COMPLAINTS AGAINST THE VILLAGE.
   (A)   Any person aggrieved in any manner of any violation of any provision of this chapter by the Village may file with the Commission a verified written complaint setting forth his or her grievance within 120 days after the date the alleged violation occurred. The complaint shall be filed on a form authorized by the Commission. The complaint shall state:
      (1)   The name and address of the complainant;
      (2)   The alleged facts surrounding the alleged violation of this chapter by the Village; and
      (3)   The names and addresses of all persons believed to have knowledge concerning the alleged facts and any other information required under the rules established by the Commission.
   (B)   After the filing of any complaint pursuant to this section, the Commission shall serve a copy of the complaint on the Village Manager of the Village, and the Chairperson of the Commission shall designate a panel to make a prompt investigation in connection therewith.
   (C)   If such panel shall determine that there is no probable cause to believe that an unlawful real estate practice has been committed, then it shall enter an order dismissing the complaint and shall promptly send copies thereof to the complainant and to the Village.
   (D)   If the panel shall determine after such investigation that probable cause does exist for the allegations of the complaint:
      (1)   The panel may set a time and date for a conciliation conference, which conference, pursuant to § 2(c)(13) of the Open Meetings Act (5 ILCS 120/2(c)(13)), need not be open to the public; and
      (2)   At such meeting the panel, or any member thereof, may interview officers, employees or representatives of the Village involved in the subject matter of the complaint and may attempt to resolve the complaint by all proper methods of conciliation and persuasion. Such conference may, if it is deemed desirable under the purpose of this chapter, also include the complainant.
   (E)   If at any time such panel shall determine that such attempts at conciliation would not be in furtherance of the objectives of this chapter, the Commission shall thereupon proceed promptly to a full hearing on the complaint.
