(A) No person shall cause or allow any locomotive engine, car or train of cars to stop on or obstruct any street crossing within the limits of the Village for a longer period than 10 minutes at any one time; provided, however, that in case a collision should take place at or on such crossing, reasonable time shall be allowed to remove any obstruction that may be caused thereby.
(B) Should any street crossing within the Village remain occupied and obstructed, in whole or in part, by any train of railroad cars, for or during the period of 10 minutes, it shall be the duty of the railroad company, upon whose line of road such obstruction may occur, their agents or employees, on or before the expiration of 10 minutes, when from any cause the entire train cannot be removed from the occupied and obstructed crossing, to cause such cars as may be on or near the crossing to be uncoupled, and the obstructing cars to be removed from the crossing and leave the street entirely clear, and when the train is again coupled it shall be removed immediately from off such crossing.
