All railway companies whose tracks cross any of the streets of the Village at grade shall build and maintain pavements across their right-of-way for the full width thereof at each street intersection crossed by their tracks and right-of-way and shall also build and maintain cement sidewalks according to the standard specifications of the Village for the accommodation and safety of their patrons and the public. The pavements shall be made to conform in quality to the pavement of the streets extending in either direction across the right-of-way; but if the streets are not paved, the paving shall be constructed according to specifications which shall be furnished by, and the work shall be done to the satisfaction of, the officer of the Village having charge of sidewalks.
