Every person engaged in the business of buying, selling or exchanging bicycles in the Village shall maintain for 5 years a record containing the name, color, type, and serial number of each bicycle bought, sold or exchanged and shall contain the name and address of each person buying, selling or exchanging a bicycle, which record shall be open to inspection by a representative of the Police Department during reasonable business hours.
