(A) The Village Clerk, upon receiving the proper application and fee, upon approval by the Chief of Police, is authorized to issue a license which shall be attached to the bicycle. An identification card as prescribed by the Police Department containing the name and address of the owner along with a complete description of the bicycle may be carried by the owner and displayed when requested by any police officer to verify ownership of the bicycle.
(B) The Chief of Police shall not approve the issuance of a license for any bicycle when he knows or has reasonable grounds to believe the applicant is not the owner of or entitled to the possession of such bicycle.
(C) The Police Department shall keep a record of the number of each bicycle registered, the name and address of the person to whom the license was issued, and the color and serial number of the bicycle for which the license was issued.
