No person shall park a vehicle on or within any public parkway except that a vehicle may be parked on that part of a driveway for a corner lot which is on the parkway, provided that the vehicle does not block more than half the width of the sidewalk. A public parkway is declared to be that area between the street curb line and the inside curb line.
