(A) Definition. The term PARKING SCOFFLAW as used in this section shall mean any person or corporate entity which has received 3 or more citations for violations of §§ 71.06, 72.01, 72.20 through 72.31, inclusive, and who has failed to either:
(1) Pay the fine for such citations;
(2) Appear in court and have the citations dismissed; or
(3) Enter into an agreement with the authorities of the village to pay the outstanding fines on an installment basis.
(B) Issuance of licenses and permits prohibited. The Directors of Finance and Community Development shall not issue any licenses or permits or certificates of the village, including, but not limited to vehicle licenses, business licenses, liquor licenses,
building permits and certificates of housing to any person or corporation who has been designated by the Chief of Police to be a parking scofflaw as defined in division (A) of this section until the scofflaw shall appear before the Chief of Police or his designee and enter into an agreement to pay the fines outstanding. Provided the required vehicle license fees are paid, the Director of Finance shall issue vehicle licenses, even if a person has been designated as a parking scofflaw under this chapter.
(C) List to be submitted. The Chief of Police or his designee shall submit a complete list of all those persons and corporations who are parking scofflaw, as defined in division (A) of this section, to the Directors of Finance and Code Enforcement on December 15 of each year. The list shall be updated each month.
(D) Additional penalty. The foregoing penalty shall be in addition to all other fines and penalties which may be imposed under the Maywood Village Code.
