(A) Definition. The term PARKING METER ZONES as used in this section shall mean any of the streets or other areas where parking meters are installed as an aid to the regulation of vehicular parking or as an aid to the enforcement of this chapter or any other ordinance of the Village regulating vehicular parking in the Village.
(B) Designating zones. Subject to the approval of the Board of Trustees, the Village Manager may cause to have designated such zones of the Village as parking meter zones during such hours as necessary when such parking meter zones may be required for the proper regulation of parking within the Village.
(C) Authority of Village Manager. The Village Manager shall provide for the installation of meters, including curb or street marking lines, and the regulation and operation thereof, and shall cause such meters to be maintained in good workable condition. Meters shall be placed upon the curb next to individual parking places. Such meters shall be so constructed as to display a signal showing legal parking upon deposit therein of the proper coin of the United States as indicated by instructions on the meter and for a period of time conforming to the parking limits of the Village. Such signal shall remain in evidence until expiration of the parking period so designated, at which time a change of signal or some other mechanical operation shall indicate the expiration of the parking period.
(D) Purchase and installation of meters. The Village is vested with the authority to enter into a contract for the purchase and installation of parking meters and to provide payment therefor exclusively from the receipts obtained by the Village from their operation. Such means of payment shall be in addition to any other purchasing powers heretofore granted the Village by the laws of the state.
(E) Use of parking spaces.
(1) When any vehicle shall be parked next to a parking meter the owner or operator of such vehicle shall park within the area designated by the curb or street marking lines as indicated for parallel or diagonal parking, and upon entering the parking space shall immediately deposit in the meter 1 or more coins of the United States as indicated by instructions on the meter. It shall be unlawful for any person to fail to park within such designated area, or fail or neglect to so deposit the proper coins.
(2) Such parking space may then be used by such vehicle during the legal parking limit provided, and such vehicle shall be considered as unlawfully parked if it remains in such space beyond the legal parking limit or when such parking meter displays a signal showing such illegal parking. It shall be unlawful for any person to cause or permit any vehicle registered in their name to be unlawfully parked as set out in this section.
(F) Extension of parking time. It shall be unlawful for any person to deposit, or cause to be deposited, in a parking meter 1 or more coins for the purpose of extending the parking time beyond the maximum time fixed for such location.
(G) Use of slugs. It shall be unlawful to deposit or cause to be deposited in any parking meter any slug, device or a metallic substitute for a coin of the United States.
(H) Tampering with meters. It shall be unlawful for any person to tamper with, open, wilfully break or destroy any parking meter.
(I) Duties of police and meter checkers.
(1) It shall be the duty of police and meter checkers to take the parking meter number and the state vehicle tag number of all persons violating the provisions of this section and make complaint therefor in any court having jurisdiction in such matters.
(2) Meter checkers are designated as conservators of the peace and shall have all of the powers specified in the 65 ILCS 5/3.1-15-25 and shall primarily direct their activities to the assistance of the enforcement of this chapter.
(3) Meter checkers shall be under the direction and control of the Village Manager and shall be responsive in the event of an emergency to the orders of the Chief of Police and the Chief of the Fire Department of the Village as the situation may warrant.
(J) Use of parking meter fees. The fee required to be deposited in parking meters is levied as a police regulation and inspection fee to cover the cost of providing parking spaces, parking meters and the installation and maintenance thereof; for the cost of regulation and inspection, operation, control and use of the parking meter spaces and zones created herein; for the regulation and control of traffic moving in and out of, and parking in, such parking spaces and zones so created; and for the cost of any resultant traffic administration expense.
(K) Penalties.
(1) Any person who violates or permits the violation of this section shall be fined $35 for each offense. Any such fine shall be paid to the Village Collector.
(2) Any person who violates divisions (G) or (H) of this section shall be fined $750 for each offense.
