(A) Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a separate meaning.
FIRST DIVISION VEHICLES. Motor vehicles which are designed for the carrying of not more than 10 persons as defined in the Illinois Vehicle Code.
SECOND DIVISION VEHICLES. Those motor vehicles which are designed for carrying more than 10 persons; those motor vehicles designed or used for living quarters; those motor vehicles which are designed for pulling or carrying freight or cargo; and those motor vehicles of the First Division remodeled for use and used as motor vehicles of the Second Division. Trucks, tractors, semi-trailer units or buses, being vehicles of the Second Division designed for the use of carrying persons, merchandise and materials shall be based upon the gross weight in pounds of such vehicle, including maximum load capacity.
(B) Fees.

(1) First Division license fee shall be paid prior to February 1, or within 30 days after the motor vehicle is initially required to have a Village vehicle license.
(2) Persons who are 65 years of age or over, persons with disabilities, and persons who are disabled veterans shall be charged a license fee of one-half of the fee set forth above. This reduction in fee shall be applicable only to vehicles registered in the name of such a person. A person shall be entitled to a reduced license fee for only 1 First Division vehicle each year. A person with disabilities is a person who is currently eligible for and has received disability license plates or a person with disabilities parking decal under the provisions of the Illinois Motor Vehicle Act (625 ILCS 5/1-100 et seq.). A disabled veteran is a person who is currently eligible for and has received disabled veterans' motor vehicle plates under the provisions of the Illinois Motor Vehicle Code. The Village Clerk or Director of Finance at the time of application for a reduced fee license may require reasonable proof of vehicle ownership and applicant's age. Such proof may include the motor vehicle title, the current motor vehicle registration card, and the applicant's driver's license and birth certificate.
(3) Second Division license fees shall be paid prior to February 1 or within 30 days after the motor vehicle is initially required to have a Village vehicle license.
(4) Where any Second Division vehicle is provided with a windshield, a decalcomania device shall be used; otherwise a plate shall be issued by the Director of Finance, as required in this chapter.
(C) Transfers and duplicates.
(1) For transfer of any of the licenses required in this chapter: $1.
(2) For duplicate license plates or decalcomania devices: $0.25.
(D) Proration. When a license issued under this chapter is issued for a period of less than 1 year, the fee to be paid for the unexpired license period shall be the proportionate part of the annual rate, but no fee shall be less than one-half of the annual rate.
(E) Disposition. All revenues derived from license fees required by this chapter shall be kept as a separate fund and used only for such purposes as are authorized by the statutes of the state.
(F) Late fees. Whenever a vehicle license fee is not paid within the time required under divisions (A) or (B) of this section, the annual license fee for the vehicle shall be increased $10 from the applicable fee specified in divisions (A) or (B) of this section if the license fee is paid within 30 days after the date the vehicle license fee was required to be paid under the provisions of divisions (A) or (B) of this section, and thereafter, the license fee shall be increased an additional $5 for each additional month or part thereof which elapses between the date the license fee was required to be paid under divisions (A) or (B) of this section and the date the license fee is actually paid.
