§ 70.20 LICENSE REQUIRED.
   It shall be unlawful for the owner of any vehicle registered with the Illinois Secretary of State to any residential, commercial or other address within the Village limits to fail to obtain and/or display a current Village License as provided in this chapter. The Village may issue, through the U.S. Mail, citations to all vehicle owners who the Village find to be in violation of this section based upon a review of Village and Secretary of State records, regardless of whether such vehicle is physically present in the Village. Such citations may be served by mailing the citation to the vehicle owner at the address provided for the owner in Secretary of State records. In addition, parking citations for any vehicle within the Village limits failing to display a current Village License as required by this section may be issued to the owner of any such vehicle in the same manner as any other parking citation issued pursuant to this title. Where an officer of the Village authorized to issue parking citations can see a vehicle parked on private property that is in violation of this section from a location the officer is legally entitled to be, such as the street, alley, parkway, or public sidewalk, the officer may issue a citation by personally serving an individual legally entitled to accept service on the property, by mailing the citation to the vehicle owner at the address provided for the owner in Secretary of State records, or by placing the citation on the windshield of the vehicle where the officer is able to access the vehicle by going only on areas of the private property in which there is a limited privacy interest. The vehicle license requirement of this section shall not apply to railroad cars or trains.
