No street, alley, parkway, or other public right-of-way shall be disturbed, dug up or opened for the purpose of repairing or laying water or sewer lines or making connections with water or sewer lines unless a permit is first obtained from the Department of Public Works. Such permit shall be granted only to licensed and certified plumbers and shall be granted only after all utility lines are located. The provisions of this section do not apply to the Department of Public Works itself.
